Nuova tabella delle certificazioni equivalenti nella subacquea industriale

E’ stata pubblicata dall’IDSA (International Diving Schools Association) la nuova tabella delle certificazioni equivalenti a livello mondiale per la subacquea industriale. La Tabella, aggiornata durate il 29imo meeting di KARLSKRONA (SVEZIA) del 2011, riporta un elenco delle scuole che seguono gli standard della didattica IDSA e le relative equivalenze nazionali, secondo gli standard di:

  1. References: ADCI Consensus Standards – 5th Edition
  2. IDSA Diver Training Standards - Revision 4 October 2009
  3. HSE List of approved qualifications  - April 1999
  4. IMCA International Code of Practice for Offshore Diving -  Rev 1 October 2007
Da sottolineare che l’unica scuola di riferimento per l’Italia, nella lista, è il CEDIFOP.

THE NORWEGIAN COMMERCIAL DIVING SCHOOL IN OSLO (NYD)


At the time of going to Press there were 65 students under training at NYD - (46 on IDSA  and 9 for the Norwegian rescue boats). Students are from several Countries and classroom teaching is held in four  groups, two in Norwegian, one in English and one in Russian. So it is challenging to organise the instructors. The practical work is carried out from six diving stations and with average temperatures minus 10-20C that can also be a logistic and technical challenge.
    The underwater welding capacity is also being expanded and in 2010  three complete packaged welding sets were bought from Speciality Welds (UK) and it is planned to buy 2 more.
     The Scuba training facilities are being uppgraded by building a brand new scuba station  using six complete new Interspiro scuba sets with twin composite tubes and two Interspiro DP sets (high preassure umbilical).  A second hand small 1.300 mm twin lock chamber has also been purchased and when upgraded and certied it will be used to back up the Scuba training.  Three new A-frames are being built and mounted to take diving baskets, and when nished there will be seven diving
baskets in operation on the pier.  Our new ofce is now nished and also our new conference room for eight to ten people.
    Finally it is of considerable interest that the Norwegian entrepreneurs (NBU) are writing a new inshore diving standard. Dag Wroldsen is a member and one of the senior members of his staff is the Secretary which means that the interests of IDSA will be well represented.

Incontro fra il Preside dell'ITIS A.VOLTA prof. arch. R. Tripodi e gli studenti del corso per OTS del CEDIFOP


Terzo anno consecutivo di  stage CEDIFOP presso ITIS "A. Volta" che  rappresenta un’ottima occasione di convergenza tra scuola e formazione professionale.

La formazione nella subacquea industriale e le specificità dell'ITIS "A. Volta" trovano un punto di incontro ideale nella meccanica, in particolare nell'ambito delle operazioni di saldatura e taglio; attività in cui un OTS può essere impiegato.

Durante lo svolgimento dello stage gli allievi del CEDIFOP, hanno ricevuto la visita del Preside dell'ITIS A.VOLTA prof. arch. R. Tripodi che si è intrattenuto con loro discutendo sul corso che stanno frequentando

1 20 allievi del corso, provenienti oltre che dalla Sicilia anche da Calabria, Friuli Venezia Giulia, Lazio, Puglia e Sardegna, nei prossimi giorni  parteciperanno anche ad un incontro organizzato dal CEDIFOP e dall'Istituto Tecnico Industriale Statale "Alessandro Volta" di Palermo, orientato alla promozione della subacquea industriale e della cultura del mare applicata in ambito professionale.

L'iniziativa, alla terza edizione dopo quella del 2009, vede la collaborazione tra il CEDIFOP di Palermo, specializzato nella formazione di OTS (Operatori Tecnici Subacquei), e l'ITIS "A. Volta", istituto tra i più frequentati in Italia (più di duemila studenti) in base ad un protocollo d’intesa firmato dalle due scuole nel 2009. Una collaborazione fondata sulla complementarietà tra qualificazione professionale nell'ambito della subacquea industriale e la tipologia di studi dell'Istituto.

All’incontro, come ogni anno, sono stati invitati a partecipare anche la Capitaneria di Porto di Palermo e il 37° stormo dell’aeronautica Militare (aeroporto militare di Trapani Birgi)

Training course for OTS in Sicily and the International standard

In Italy training activities of CEDIFOP in commercial diving is carrying on. It s just concluded the last course to issue OTS certificate in accordance with programs approved by IDSA and HSE,  as provided by the PROF 2011 for commercial diving training in Sicily; and it’ s started the new course for Diver Medic, in accordance with IMCA programs. After that 2 more projects have been planned: the first is the fulfillment of IDSA standard for Scuba and Surface Supply to complete the training scheduled for 0-30 mt to issue IDSA level 2, for Divers who are already OTS certified and with a previous training in line with CEDIFOP standard, after that (july/august) the first course for TOP UP has been planned, already authorized by Sicilian Government – Regional Education and Training Department, in strict compliance with international standard, as provided by the letter reference number 681/CABINET of 16/march/2011, where, the Chief of Cabinet of Regional Assessor of Education and Training Department, Mr Nino Emanuele, specifies that, with publication of PROF 20011, Sicilian Region,  “competent authority” in matter of Professional Training in all Sicilian territory, as provided by the Italian legislation, has deliberated that professional training for O.T.S. (Operatori Tecnico Subacquei) both of basic level and specialized level must adhere to the Directive 2005/36/CE, observing standard and training contents of I.D.S.A. (International Diving School Association) and H.S.E. (Health and Safety Executive) – Deliberation of Committeee n. 350 dated 04/10/2010.

In detail, Sicilian Region has authorized the execution of the following courses, conducted only in the territory of Sicilian Region competence, where, to issue professional certificates, training activities must be subordinate to control from controlling body of Work Department belonging to the Provincial Office for Work (U.P.L.) and must be concluded with a Final Exam in the presence of an Examiner Committee constituted with a Decree issued by Sicilian Department for Education and Professional Training. Issued certificates must de recorded and authenticated by C.P.I. of Sicilian Department for Education and Professional Training. The above mentioned courses are the following:
  • “Operatore Tecnico Subacqueo Specializzato” for recognition of “SCUBA & Surface Supplied”
  • “Operatore Tecnico Subacqueo – Top Up – IDSA Level 3 “ for recognition of “Surface Supplied (Top-Up)”.
For the first time in Italy, under strict control, as required by low for professional training in the Island, by the competent authority, the first training course to issue international certificate for TOP UP will have place, to give back dignity at international level to Italian commercial Divers, who actually have been oblige to move to a foreign country to issue TOP UP certificate.

It represents a victory of training quality of CEDIFOP, but also for all Sicilian Region who has accepted and integrated IDSA training contents, which actually represents a meticulous and analytic didactics in commercial diving world, as for example it is PADI or CMAS or many other didactics in the world for recreational diving.

This passage arrives also in a particular period for training in Italy, where a specific regulation for commercial diving at national level is missing, and, as a consequence of that, many fake certificates and false proclamations occurred. All this damages the whole category.

The following passages, from the introduction of Low Proposal 2369 submitted to Chamber of Deputies during the actual legislature in Italy, with title of “regulation concerning professional diving and hyperbaric activities” (dated 7 april 2009):

Actually there are several dozen of schools who trains commercial divers without precise rules, in spite of , historically, many valid Italian commercial divers come out from Italian Navy, or national companies.
European Union dictates precise regulations to order commercial diving activities, and many European countries have already adopted those regulation; Italy is actually defaulting. Commercial diving, indeed, needs a regulation valid in all territory, seen that a commercial diver must be able to work in all foreign countries; most of the divers start his career in local area ( registration to Master Book of Divers in local activity kept by the competent Port Authority) but many of those divers go to work with diving companies involved in off-shore.

We must consider that job opportunities for commercial divers are over belong region and nation so, to guarantee their job mobility, training courses must adhere to contents and rules applied in commercial diving. Training must be valid over Italian territory, which means that it must agree with standard adopted by  Health and Safety Executive (HSE), by Association on Diving Contractors (ADC), by International Diving Schools Association (IDSA), by International Marine Contractors Association (IMCA) e by other similar organizations who actually can guarantee a spendable of Italian divers certificate foreign the country. No other training contents should be allow to be registered in the Master Book of Port Authority.
The facility to be registered as local diver, that is legitimize by actual lows, penalize all sector and have serious repercussions.

The only professional figure recognised by actual low is the diver registered in the Master Book of Port Authority, which have power only for harbour competence, but many of diving work are outside of harbours, where there are absolutely no regulation to order and protect divers and diving companies activities.

It’ s opportune and urgent a regulation, starting from training, including controls and contents which must be adopted, the agreement to Community regulation regarding professional diving activities, and also an assiduous control on diving operation.
Many mortal accident, occurred in diving operation, are also a consequence of inadequate training, and On. A. Di Biagio feels certain about that. During his speech to the Chamber of Deputies, in occasion of Job Board of 28 april 2011, he has remarked the absolute absence of relevant regulation, and referring to the last accident he said “I assume every responsibility to affirm that the promulgation and application of this regulation should be save the life of this young boy”.
That s the reason why, Sicilian Region, is adopting a series of precise initiatives, as the agreement to international standard in diver training, becoming an example for all Italy, an experimental laboratory of quality, professionalism and respect for international rules in the sector, moreover, representing an example for countries which actually have the same problems, caused by the missing of regulation in diving activities and training.

Update re Guyane Oil Discovery

Northern announces that earlier today, Tullow Oil Plc (“Tullow”) in their Interim Management Statement provided the following update on well GM-ES-1, in the Guyane Maritime Permit, in which Northern has a 1.25% interest:
“In French Guiana, the Zaedyus exploration well discovered 72 metres of net oil pay in two turbidite fans. This is the first well in Tullow’s extensive Guyana Basin acreage and successfully proved that the Jubilee play is mirrored across the Atlantic from West Africa. Currently, a sidetrack is being drilled to recover reservoir cores with operations expected to complete in mid-November. The partners are working on the 2012 programme and anticipate it to include 3D seismic and the drilling of two wells which is expected to commence in mid-2012 once all the necessary approvals have been obtained. Shell is expected to take over Operatorship of the block in early 2012, subject to Government and Joint Venture approval.”
The partner interests in the Guyane Maritime licence offshore French Guiana are:
Shell France 45%
Tullow 27.5%
Total 25%
Northpet Investments 2.5% (Northern owns a 50% equity interest in Northpet)

Tipologie di immersioni nei riconoscimenti HSE


HSE - UK, riconosce 8 categorie specifiche per la subacquea, di queste, le prime 2 sono la n. 1 “Offshore Diving” e la n. 2 “Inland/Inshore Diving”, per le immersioni in Gran Bretagna.
Come abbiamo già scritto, la differenza fra Offshore diving e Inland/Inshore diving (per l'HSE-UK) non riguarda solamente la profondità ma principalmente la tipologia dell’immersione.

 In tal senso  vengono classificate come Offshore diving le immersioni che sono collegate con i lavori che vengono svolti sulle piattaforme petrolifere e lavori similari in collegamento con gli impianti offshore, pozzi e gasdotti, con  immersioni effettuate dalle piattaforme o dalle navi; mentre vengono classificate come Inland/Inshore diving le immersioni per effettuare lavori di ingegneria civile, lavori connessi all’ambiente marino ed allevamenti ittici, in banchine, porti, fiumi, canali, laghi, stagni, serbatoi e vasche, piscine artificialmente costruite allo scopo di nuoto, acquari ecc., questa tipologia NON INCLUDE immersioni profonde oltre i -50 metri o  immersioni in connessione con impianti off-shore e gasdotti operanti, anche, entro il limite di 12 miglia a profondità anche inferiori a -50m; o per le quali esiste una qualifica che li riconduce alle immersioni previste per l’Offshore Diving

 HSE diversifica queste immersioni anche per il tipo di attrezzature usate e profondità secondo le seguenti categorie:

SCUBA: cioè immersioni in scuba, questa categoria NON è presente nell’OFFSHORE diving. Va sottolineato, che le immersioni in scuba nella subacquea industriale, si differenziano da quelle della subacquea sportivo/ricreativa, per l'uso OBBLIGATORIO della cima di sicurezza usata dal diver; cioè per l'obbligatorietà del contatto continuo con la superficie.

SCUBA e SSDE: (Scuba and Surface Supplied Diving Equipment) immersioni con attrezzature scuba o casco rigido per una profondità fra 0 e -30 metri. Presenti sia in Offshore diving e che in Inland/Inshore diving. Qui vengono riconosciuti i percorsi formativi che garantiscono oltre che la profondità anche esercitazioni specifiche che riguardano la qualità e la sicurezza.

Surface Supplied Diving – TOP UP: immersioni con attrezzature del tipo casco rigido ad una profondità dai -30 ai -50 metri. Questo tipo di immersioni è solo per l’offshore diving. Include, oltre alla profondità anche esercitazioni specifiche per la sicurezza, usando attrezzature specifiche (campana aperta o basket), durante i percorsi formativi riconosciuti dall’HSE .

Closed Bell Diving: anche qui solo per l’offshore diving per immersioni che superano la profondità di -50 metri, con l’uso di attrezzature specifiche (campana chiusa, hot water suite, ecc)

HSE-UK, riconosce i percorsi formativi inserendoli nella sua approved list (aggiornata nel agosto 2011) nell'apposita categoria per i diversi Paesi, oppure, nel caso di Paesi che ancora non hanno riconoscimenti ufficiali, dopo un attento esame dei contenuti del percorso formativo, rilascia una certificazione di approvazione per una delle categorie descritte sopra. Qui i percorsi imposti dall’IDSA alle 16 scuole che riconosce a livello mondiale, offrono una qualità nella formazione che se garantita anche dai controlli statali – in Italia dall’Ispettorato al Lavoro, ecc. - della nazione dove si trova la scuola, ottiene il riconoscimento dell’HSE, su richieste individuali.

Attualmente questo percorso viene applicato ai corsi del CEDIFOP con riconoscimento immediato dei corsi per OTS per SCUBA e SSDE e certificazione su richiesta al completamento del percorso del commercial diver, con il conferimento della certificazione del TOP UP/HSE.
